The Energy Policy Act of 2005:Increased Inspection Frequency and Compliance at Underground Storage Tank Facilities
This Office of Communications, Partnerships and Analysis (OCPA) working paper examined the effect of increased inspection frequency occurring under the Energy Policy Act of 2005 on compliance with release detection and prevention requirements at underground storage tank (UST) facilities in Louisiana and Arkansas. The study found that increased inspection frequency improved compliance with UST requirements in both states.

JuanCarlos M. Hunt
JuanCarlos M. Hunt serves as the Director of the Office of Civil Rights, where he provides leadership, direction, and guidance in carrying out the Agency’s equal employment programs, which includes compliance with Equal Employment Opportunity laws and regulations. Prior to joining EPA, Mr. Hunt was an Administrative Law Judge (ALJ) at the Social Security Administration. Prior to becoming an ALJ, Mr. Hunt served as the Director of the Office for Civil Rights and Diversity at the U.S. Agency for International Development and at the U.S. Department of Justice, Executive Office for Immigration Review (EOIR).
From 2007 until 2012, Mr. Hunt held several positions within EOIR’s Office of the General Counsel, including Associate General Counsel, Deputy General Counsel, and Acting General Counsel. From 2004 to 2007, Mr. Hunt worked as an Attorney-Advisor at the Department’s Office of Justice Programs, Office for Civil Rights, where he ensured that law enforcement agencies that received federal financial assistance complied with the federal anti-discrimination laws. From 2001 to 2004, Mr. Hunt was a Trial Attorney at the U.S. Equal Employment Opportunity Commission, where he enforced the federal anti-discrimination laws against private sector employers.
From 1998 to 2001, Mr. Hunt worked as an Associate at a multinational law firm in the labor and employment and litigation departments. Upon graduating from law school, Mr. Hunt served as a Federal Judicial Law Clerk in the U.S. District Court, Middle District of Pennsylvania to the Honorable Thomas Vanaskie, presently on the U.S. Court of Appeals for the Third Circuit. Mr. Hunt is a graduate of Cornell University and Case Western Reserve University, School of Law.

EPA's COVID-19 Workplace Safety Plan was submitted to the Office of Management and Budget (OMB) in response to the Executive Order on Protecting the Federal Workforce and Requiring Mask-Wearing, which made mask-wearing mandatory in all our locations. This plan outlines model safety principles for executive departments and agencies as they build tailored COVID-19 workplace safety plans.
The agency expects that this Plan will be updated based on stakeholder feedback and health guidance changes by the Centers for Disease Control and Prevention (CDC).

The EPA COVID-19 Workplace Safety Plan lays out the US Environmental Protection Agency’s (EPA or agency) Plan for managing the COVID-19 pandemic. The agency expects that this Plan will be continuously updated based on stakeholder and Task Force feedback as well as when the Centers for Disease Control and Prevention (CDC) or other health guidance changes.

EPA Administrator
Michael S. Regan
Michael S. Regan was sworn in as the 16th Administrator of the United States Environmental Protection Agency on March 11, 2021, becoming the first Black man and second person of color to lead the U.S. EPA.
Administrator Regan is a native of Goldsboro, North Carolina, where he developed a passion for the environment while hunting and fishing with his father and grandfather, and exploring the vast lands, waters, and inner Coastal Plain of North Carolina.
As the son of two public servants - his mother, a nurse for nearly 30 years, and his father, a retired Colonel with the North Carolina National Guard, Vietnam veteran, and former agricultural extension agent - Michael Regan went on to follow in his parents' footsteps and pursue a life of public service.
Prior to his nomination as EPA Administrator, Michael Regan served as the Secretary of the North Carolina Department of Environmental Quality (DEQ).
As Secretary, he spearheaded the development and implementation of North Carolina's seminal plan to address climate change and transition the state to a clean energy economy. Under his leadership, he secured the largest coal ash clean-up in United States history. He led complex negotiations regarding the clean-up of the Cape Fear River, which had been contaminated for years by the toxic chemicals per- and polyfluoroalkyl substance (PFAS). In addition, he established North Carolina's first-of-its-kind Environmental Justice and Equity Advisory board to better align social inequities, environmental protection, and community empowerment.
Previously, Administrator Regan served as Associate Vice President of U.S. Climate and Energy, and as Southeast Regional Director of the Environmental Defense Fund where he convened energy companies, business leaders, environmental and industry groups, and elected officials across the country to achieve pragmatic solutions to the climate crisis.
He began his career with the U.S. Environmental Protection Agency, eventually becoming a national program manager responsible for designing strategic solutions with industry and corporate stakeholders to reduce air pollution, improve energy efficiency and address climate change.
Throughout his career, he has been guided by a belief in forming consensus, fostering an open dialogue rooted in respect for science and the law, and an understanding that environmental protection and economic prosperity go hand in hand.
Administrator Regan is a graduate of the North Carolina Agricultural & Technical State University, making him the first EPA Administrator to have graduated from a Historically Black College and University. He earned a master's degree in Public Administration from The George Washington University.
He and his wife Melvina are proud parents to their son, Matthew.
