Notice Regarding “Hard Copy” Submissions to EPA During the COVID-19 National Emergency

During this time of national emergency due to COVID-19, EPA is taking actions to maintain the health and safety of our workforce while implementing contingency plans to ensure the fulfillment of our mission responsibilities. The Agency is paying close attention to guidance issued by the Office of Personnel Management, Centers for Disease Control and Prevention, and other federal agencies as well as our state and local public health partners.  

Following CDC and OPM guidance and specific state guidelines impacting our regional offices, EPA’s workforce has been authorized to telework to help prevent transmission of the coronavirus. While in this workforce telework status, there are practical limitations on the ability of staff to collect, and for Agency personnel to respond to, "hard copy" mailed queries sent directly to Agency office locations. Therefore, until the workforce is able to return to  office locations, we recommend that, to the extent feasible, any correspondence mailed to the Agency should also be sent via email through our Contact Us information.  Please note, however, that there is one exception:  FOIA requests for Agency records are most effectively submitted through FOIAonline, especially during this period.

EPA is committed to continuing our critical work on behalf of the American public while also safeguarding the health and safety of the public and the families of EPA employees by taking responsible measures to help prevent transmission of the coronavirus. Thank you for your cooperation and understanding.

The petitioners request that EPA promulgate regulations designating wastes containing PFOA (perfluorooctanoic acid), PFOS (perfluorooctane sulfonic acid), GenX chemicals, and any combination of these, as hazardous waste subject to the management and disposal requirements of Subtitle C of RCRA. Petitioners also request that the RCRA hazardous waste designations for PFOA and PFOS wastes extend to cover the full chemical subclass of each—long-chain perfluoroalkyl carboxylates (LCPFACs) and long-chain perfluoroalkane sulfonates (LCPFASs), respectively.

The Office of Research and Development (ORD) is the scientific research arm of EPA. Its leading-edge research informs Agency decisions and supports the emerging needs of EPA stakeholders, including the Agency’s state, tribal, and community partners.  On September 30, 2019, ORD restructured for the first time in 25 years to better address the increasingly complex environmental challenges of the 21st century.

The new structure:

  • Increases the number of staff members dedicated to EPA's science priorities
  • Better integrates scientific approaches to environmental challenges
  • Better supports mission- and customer-focused solutions 
  • Creates communities of practice within the organization

What We Do

ORD conducts the research for EPA that provides the foundation for credible decision-making to safeguard human health and ecosystems from environmental pollutants. ORD's work is organized into six research programs that identify the most pressing environmental health research needs with input from Agency offices, partners, and stakeholders. Our Strategic Research Action Plans updated every few years outline the research underway in the programs. ORD Offices and Centers are situated in 10 facilities across the country. We also serve as the Agency’s National Program Manager for Regional Laboratories.

What We Do

The Center for Public Health and Environmental Assessment (CPHEA) develops human health and environmental assessments that support EPA program and regional policies and decisions. CPHEA conducts toxicological, clinical, ecological, epidemiological, and citizen science studies to assess the impact of environmental exposures to chemicals and other stressors on healthy individuals, populations, and ecosystems, emphasizing people and ecosystems most susceptible to the adverse effects of such exposures.

The Center provides human health and ecological research to advance scientific assessments. CPHEA provides research, statistical methods, analysis, and modeling that helps interpret scientific study results and inform assessments or programmatic decisions. This includes laboratory and field studies, pharmacokinetic and ecological modeling, dose- and stress-response analysis, that help evaluate the results of studies and determine public health or ecological impact. CPHEA’s efforts advance the state-of-the-science of risk assessment by developing methods and guidelines. CPHEA advances the principles of translational science characterized by problem formulation and research to inform risk assessment, policy decisions, interventions, and evaluation through Solution-Driven Research Projects.

CPHEA examines the human health and the environment at individual, community, regional, and national scales to improve the prediction of human health, environmental and ecological effects to enable informed risk reduction and remediation. The Center evaluates and applies environmental indicators of ecological and human systems to inform EPA programs, help establish programmatic priorities and assess environmental impacts. CPHEA develops systems-informed scientific approaches and conducts research to address complex environmental problems, providing information and solutions that lead to improvements in environmental condition, ecosystem service production, and human health and well-being. Additionally, the Center evaluates scientific knowledge gaps and identifies, and implements research needs to improve risk assessment and risk reduction. CPHEA’s efforts advance through innovative research and predictive modeling links between environmental condition and the health and well-being of people and society.

The Center manages the emergency response Provisional Advisory Levels (PALs) program including updating values, and translation and outreach to Agency partners. CPHEA provides technical assistance to the Region and Program Offices, states and tribal nations, and other risk assessors who perform site-specific or chemical-specific assessments, helping to evaluate scientific knowledge gaps in portions of the risk assessment process. CPHEA additionally interfaces with Federal and nonfederal organizations relative to Center programs, products, and services.

Associate Administrator for the Office of Congressional and Intergovernmental Relations

Joseph Brazauskas

Joe Brazauskas bio imageJoseph Brazauskas serves as the Associate Administrator for the Environmental Protection Agency’s Office of Congressional and Intergovernmental Relations (OCIR). He previously served as an Associate Deputy General Counsel at EPA from August 2018 to June 2019. During his time at EPA, Joe has been EPA’s primary liaison to Congress and state and local governments, ensuring that the Agency effectively communicates its priorities with the nation’s leaders.

Prior to joining EPA, Joe spent nearly 8 years on Capitol Hill, working first as a Counsel for the House Committee on Oversight and Government Reform and later as Senior Counsel and Subcommittee Staff Director for the Environment Subcommittee of the House Committee on Science, Space, and Technology.

Joe holds a B.A. in economics from Colgate University and a J.D. from the American University, Washington College of Law.
