Wesley Carpenter

Portrait photograph of Wesley Carpenter, Deputy Assistant AdministratorWesley CarpenterMr. Carpenter serves as the DAA for Administration and Resources Management in the Office of Mission Support and EPA’s Chief Human Capital Officer since February 3, 2019. Mr. Carpenter has 32-years of professional experience in the Government, private sector and military, including more than 19 years at the EPA. While at the EPA, he has served as the OHR Acting Director and Deputy Director, Director, Safety and Sustainability Division, Director, Safety, Health and Environmental Management Division and Director, Security Management Division. A member of the Senior Executive Service since October 2010 and graduate of the OPM’s Federal Executive Institute: Leadership for a Democratic Society Program and Leading-Edge Program, Mr. Carpenter serves on EPA’s Executive Management Council, Executive Resources Board, Insider Threat Program Workgroup and National Incident Coordination Team. He has received various EPA honors, including the Administrators’ Special Award for Excellence, Silver Medal for Superior Service, and Excellence in Management Award.

Mr. Carpenter also served in the United States Navy for 30-years on active and reserve duty retiring in April 2018. He also spent more than 9-years in the private sector as an environmental consultant supporting DoD, DOE and the EPA.

Mr. Carpenter possesses a Master of Science Degree in Civil Engineering from Virginia Tech, a Bachelor of Science Degree in Environmental Engineering Technology from Norwich University (Military College of Vermont), and a Command and Staff Diploma from the Naval War College and Canadian Forces College.

Gregory Sopkin

Photo of Gregory SopkinGregory Sopkin serves as the Regional Administrator for Region 8. Greg has spent much of his career working in public service and private legal practice in Colorado, having worked for 12 years on energy, environment, and telecommunications matters prior to coming to EPA. He most recently worked at Wilkinson Barker Knauer LLP.

Prior to entering private practice, Greg served as Chairman of the Colorado Public Utilities Commission (PUC) from January 2003 to January 2007. In this capacity, he was responsible for conducting quasi-judicial and quasi-legislative proceedings; drafting legal decisions; meeting with state legislators; and investigating service outages. He also served as Assistant Attorney General from September 1997 to August 2000, representing the PUC staff in electric, gas and telecommunications proceedings before the Commission, and the PUC in appeals to Colorado district courts, the Colorado Supreme Court, and federal courts.

Doug Benevento

Doug Benevento Official Portrait Doug Benevento is EPA's Associate Deputy Administrator. Doug was formerly the Regional Administrator in Region 8, where his responsibilities included overseeing the states of Colorado, Montana, North Dakota, South Dakota, Utah, and Wyoming, and 27 tribal nations; and the Senior Counselor for Regional Management and State Affairs. Among his current duties, he continues to manage the Regions and serve in an ombudsman role between the Regions and national programs on the implementation of Agency priorities.

Doug brings a wealth of experience to his new position, both from his work at EPA and having worked in the public and private sectors. Most recently, Mr. Benevento worked for Xcel Energy, a gas and electric utility. He also practiced environmental law at the international law firm of Greenberg Traurig. Additionally, from 2009 to 2016, Mr. Benevento served on the Douglas County Board of Education, including as the Board’s Vice President from 2013 to 2015.

Mr. Benevento worked for Colorado Governor Bill Owens at the Colorado Department of Public Health and Environment (CDPHE); from 1999 to 2002 he served as the Director of Environmental Programs and from 2002 to 2005 as CDPHE Executive Director. During this time, Colorado became the first state to re-attain compliance with all federally based air quality standards. He also worked to accelerate the cleanup and closure of the Rocky Flats nuclear weapons facility near Denver, resulting in an early closure.

Mr. Benevento worked in Washington, D.C. from 1991 to 1999, for Congressman, and then Senator, Wayne Allard. During this time, he worked to secure funds and establish the clean-up requirements for the Rocky Flats Plant Superfund site with the U.S. Department of Energy. He also worked on the House Agriculture Committee chaired by Congressman Pat Roberts and was instrumental in the development of the 1996 Farm Bill.

Mr. Benevento has a bachelor’s degree from the University of Colorado, a master’s degree in government administration from Johns Hopkins University, and a law degree from the University of Denver.

About the Director of the Office of Science Advisor, Policy, and Engagement

Dr. Mary Ross

Prior to her leadership in the Office of Science Advisor, Policy and Engagement, Dr. Ross worked in the National Center for Environmental Assessment (NCEA) in EPA’s Office of Research and Development (ORD). She served as Deputy Director for Management for four years and before that she was the Branch Chief for the group in NCEA that prepares Integrated Science Assessments  that serve as the scientific foundation for decisions on the national ambient air quality standards (NAAQS).

Dr. Ross worked on air quality regulations for about 9 years in EPA’s Office of Air Quality Planning and Standards, including serving as Team Leader for the review of the NAAQS for particulate matter. She began her EPA career in Region 5 in as a state project officer in the Underground Injection Control program. She has also had several temporary detail assignment opportunities throughout her career, including a stint as Acting Senior Science Advisor in ORD’s Office of Science Policy. Dr. Ross has a PhD in Public Health from the University of Illinois at Chicago, and holds bachelor’s and master’s degrees in Biology from the University of Notre Dame and the College of William and Mary, respectively.

Dr. Wayne Cascio

Wayne Cascio serves as Director of the Center for Public Health and Environmental Assessment (CPHEA) within the U.S. Environmental Protection Agency's Office of Research and Development.  Wayne earned a B.A. from Johns Hopkins University, and an M.D. from the University of Maryland.  He completed clinical training in internal medicine, and cardiovascular diseases at the University of North Carolina and post-doctoral training in electrophysiology at the Physiologisches Institut, Universität Bern, Switzerland.  Over 24 years in academia at the University of North Carolina at Chapel Hill and East Carolina University he engaged in clinical, research, teaching, and administrative activities.

Prior to joining the EPA in 2011 Wayne worked to increase access to cardiovascular health care in underserved rural areas and served on EPA’s Clean Air Scientific Advisory Committee for Particulate Matter. He now serves as the EPA’s liaison to CDC’s National Center of Environmental Health/ATSDR’s Board of Scientific Councilors.

Wayne has authored or co-authored more than 195 journal articles and book chapters. He is a recipient of APHA’s 2018 Homer Calver Award, an EPA Gold Medal for Exceptional Service, two Bronze Medals for Commendable Service, the 2013 Office of Research and Development Impact Award, and numerous Scientific and Technological Achievement Awards. Current research includes the study of the health effects of environmental pollutants for the purpose of informing risk assessment, risk-management decisions, and improvement of public health and quality of life through increased environmental health communication and literacy.  Wayne is a clinician/scientist and is board certified by the American Board of Internal Medicine in Internal Medicine and Cardiovascular Diseases.

Kay Holt 

Kay Holt serves as the Deputy Director of the Center for Public Health and Environmental Assessment within the U.S. EPA's Office of Research and Development. A career federal employee and member of the Senior Executive Service, Kay entered government service with the Department of Defense (DoD) in February 1988. During her 30+ year career with DoD and the U.S. EPA, she has held numerous leadership and managerial posts focused on resource management, acquisition strategy, human resources, strategic planning, performance measures and standards, intelligence, and Prisoner of War/Missing in Action (POW/MIA) programs. 

Kay has received two Meritorious Civilian Service Awards. She also received a Distinguished Civilian Service Award, the highest honor bestowed upon a Federal civil servant, for her efforts within the classified POW/MIA program and for her service on the Congressional Joint Inquiry into the 9-11 Terrorist Attacks. A native of North Carolina, she earned Bachelor of Arts and Master of Science degrees from the University of North Carolina at Chapel Hill in 1986 and 1987, respectively. In June 1999, she was awarded a Master of Science degree from the U.S. National War College. Kay lives outside of Chapel Hill, NC.

Russell Thomas, PhD

Dr. Thomas directs the Center for Computational Toxicology and Exposure (CCTE).

Dr. Thomas’ area of expertise is in the application of high-throughput and high data content approaches to chemical toxicity testing. He has a broad, multidisciplinary background and experience but his formal academic training was in chemistry, radiation health physics, and toxicology. He then received postdoctoral training in molecular biology and genomics. Following his academic training, Dr. Thomas performed bioinformatics and genomics research in the biotechnology sector and gained experience in high-throughput screening and in vitro assay development in the biopharma sector. Prior to coming to the U.S. EPA, Dr. Thomas worked as an investigator and the the director of the Institute for Chemical Safety Sciences at The Hamner Institutes for Health Sciences.

Reeder Sams, PhD

Dr. Sams is the Deputy Director of the Center for Computational Toxicology and Exposure.

He has over 20 years of experience in toxicology and human health risk assessment of environmental pollutants and management. He has previously served as the Deputy Chief Financial Officer at the Bureau of Fiscal Service (US Treasury), and as a Senior Science Advisor, Deputy Division Director, and Branch Chief at the National Center for Environmental Assessment (NCEA) within the Office of Research and Development (ORD). Dr. Sams has contributed to or led the development of numerous human health risk assessments including Integrated Risk Information System (IRIS) and Integrated Science Assessments (ISAs). He was a primary lead for the development of risk assessment training within NCEA and has worked collaboratively with the Interstate Technology and Regulatory Council (ITRC) to develop training courses for state and local organizations within the United States.

Internationally, he has participated in the development and review of human health-related documents including International Agency for Research on Cancer (IARC) monographs (Monograph 100C) and the World Health Organization (WHO)/International Programme on Chemical Safety (IPCS) Guidance for Immunotoxicity Risk Assessment for Chemicals. Also, he has 35 years of experience as a farmer and currently manages a cattle farm near Chapel Hill, North Carolina.

Timothy Watkins

Dr. Watkins directs the Center for Center for Environmental Measurement and Modeling (CEMM).

Timothy Watkins has worked at the US EPA for over 25 years and is currently the Director of the Center for Environmental Measurement and Modeling (CEMM) in the US EPA’s Office of Research and Development (ORD). As the Director of CEMM, Tim leads an organization of almost 400 scientists and administrative professionals working to protect human health and the environment by delivering innovative measurement and modeling solutions that are used by EPA and its partners to implement scientifically sound and effective environmental management policies and program. Prior to his current position, Tim served as both the Director and Deputy Director of the National Exposure Research Laboratory (NERL). In addition, Tim has provided scientific and managerial leadership for ORD while serving as the Deputy National Program Director for the Air, Climate, and Energy research program and Acting Director of the Environmental Public Health Division in the ORD’s National Health and Environmental Effects Research Laboratory. Throughout his career at EPA, Tim has focused on building and supporting collaborative relationships within and outside of the Agency including serving as the cochair of Scientific and Technical Subcommittee under the US-Canada Air Quality Agreement and leading collaborative efforts for EPA contributions to the US Centers for Disease Control’s Environmental Public Health Tracking program. Tim received his M.S. in Economics from the University of North Carolina at Chapel Hill and his B.A. in Economics and Mathematics from Rollins College.

Alice Gilliland, Ph.D

Dr. Alice Gilliland is currently serving as the Deputy Director of Center for Environmental Measurement & Modeling (CEMM) in the U.S. EPA’s Office of Research and Development (ORD).

Dr. Gilland entered government service over 20 years ago with the National Oceanic and Atmospheric Administration, joining EPA in 2009. Prior to her current role as Deputy Director, Dr. Gilliland has served in numerous ORD leadership roles – Acting Director of EPA’s National Risk Management Research Laboratory (NRMRL), NRMRL’s Deputy Director for Management, Division Director, Assistant Laboratory Director for Water, and Branch Chief. In these roles, she has served as a senior leader in environmental research areas spanning from air quality modeling to watershed management to Superfund contaminated site technical support.

A highlight of Dr. Gilliland’s career was the establishment of the Community Multi-scale Air Quality (CMAQ) model evaluation program, which has had a long history of accomplishments and successes. She also led the ORD green infrastructure (GI) and stormwater management program, where she worked across the Agency and with States to establish partnerships with community local governments and provide technical support on incorporating GI in their stormwater management compliance requirements. Dr. Gilliland’s collaborations across federal Agencies including the Centers for Disease Control, National Aeronautics and Space Administration, National Oceanic and Atmospheric Administration, and Department of Energy have also contributed to substantial advancement of our understanding of air quality impacts on public health and interactions with climate change.

Dr. Gilliland earned a B.S. in Applied Biology (Ecology) and a Ph.D. in Earth and Atmospheric Sciences from the Georgia Institute of Technology.

About the National Program Manager for Regional Laboratories

What We Do

As the National Program Manager for Regional Laboratories, EPA's Office of Research and Development (ORD) is responsible for the strategic direction, budgetary alignment and overall performance of the laboratories associated with each of EPA’s ten Regional offices. In coordination with the Regions’ Laboratory Services and Applied Sciences Divisions and other Agency partners, ORD is working in the following areas:

  • Improving the efficiency and effectiveness of EPA’s laboratories by developing guidance and policies that promote corporate use of best laboratory practices, and by establishing metrics to measure the responsiveness of the regional laboratories in meeting customer needs;
  • Enhancing stakeholder awareness and understanding of the high quality analytical services provided by the regional laboratories to the Agency, states, tribes and local communities;
  • Building partnerships and leading cross-Agency groups charged with improving the performance of the laboratory enterprise.

About the National Program Manager for Regional Laboratories Executive Lead

Fred S. Hauchman, Ph.D.

Fred Hauchman is the Agency’s Executive Lead for the Office of Research and Development’s (ORD) role as National Program Manager for Regional Laboratories. Working closely with partners from the regions, ORD, and EPA’s headquarters offices, he is responsible for increasing collaboration and coordination across the Agency’s laboratory enterprise. He leads efforts to set the strategic operational direction for core laboratory operations, align the budget, and evaluate the performance of the regional laboratories in providing high quality, timely analytical services to the Agency, states, tribes and local communities.

Fred has worked at the EPA for over 30 years in a variety of scientific, programmatic and management positions. As director of ORD’s Office of Science Policy from 2008 to 2019, he and his staff provided leadership in science integration, coordination and communication across ORD, and between ORD and the Agency's regulatory programs, regions, and external partners. He previously managed ORD’s water research program, directed exposure-related research on chemicals and pathogens in the environment, and served as a senior scientist in EPA’s Office of Air and Radiation.

Fred has extensive international experience, including service as a technical advisor to the Pan American Health Organization on their environmental programs, and participation in a variety of risk assessment and water-related projects in Latin America and West Africa. He established EPA’s partnership with the Global Water Research Coalition and served as the Agency’s representative to this organization for ten years.  Fred received his M.S. in Public Health from the University of North Carolina (UNC), and his Ph.D. in environmental sciences from the Johns Hopkins University. He also conducted postdoctoral research in environmental virology at UNC.
