The South Coast Air Quality Management District (SCAQMD) and the undersigned copetitioners hereby petition the Administrator of the Environmental Protection Agency (EPA) to undertake a rulemaking to revise the on-road heavy-duty engine exhaust emission standards for oxides of nitrogen (ultra-low NOx standard) from 0.2 grams per brake horsepower-hour (g/bhphr) to 0.02 g/bhp-hr.
